And now the Privileges and Procedures Committee has promised to draw up a set of guidelines to govern the use of the building by Members, which it will publish in the next month.
Committee president Deputy Roy Le Hérissier said that he had received a number of complaints recently from Members concerned that the building was being used by Senator Vibert for party political purposes and electoral campaigning.
They have also voiced concern that members of the public have been left to use the facilities unsupervised, compromising the security of the building and the confidentially of work carried out by Members.
‘It is a self-policing building which relies on Members to make sure it is secure,’ he said.
‘The doors are self locking and we have electronic passes, but we clearly have to work harder on the human factor.’ But Senator Vibert maintains that he is using the building legitimately.
‘I am simply using it to meet my constituents, which include members of the Jersey Democratic Alliance because they are my supporters,’ he said.
‘I use the building in the evenings as it is the best place to meet and I let people in with my pass.
I only have access to the Members’ area which is a tiny part of the building.
I also have two students who help me but they always come in by the main door, which is manned.’
