At present the policy proposals would allow the Housing minister in Jersey’s new ministerial form of government to be the sole authority to determine whether residential qualifications should or should not be granted to applicants on hardship grounds.

The Deputy made his comments while giving evidence to a scrutiny panel on Thursday.

The panel chaired by Deputy Geoff Southern is looking at the Migration Policy proposals tabled for debate by the Policy and Resources Committee.

Under questioning from the panel, the Deputy said: ‘Off the record, I would rather have a two-man panel or tribunal to hear such cases.’ During the hearing, the Deputy and Housing chief executive Eric Le Ruez said that few hardship cases in recent years had been refused in comparison to the situation a number of years ago.
