This is the president’s second visit as the guest of the Seigneur of St John Manor, John Dick.

The last visit, in May 2003, was a private one, but this time Mr Kagame will be accompanied by Rwandan ministers and representatives from the African state’s tourism, finance and agricultural sectors.

They will meet the Bailiff and Island politicians and be guests at a dinner on Monday 13 December.

The official part of the visit takes place on Monday when Mr Kagame will meet the Lieut-Governor, Air Chief Marshal Sir John Cheshire, and the Bailiff, Sir Philip Bailhache.

These meetings will be followed by a political briefing with the Policy and Resources and Economic Development committees and meetings with representatives of Jersey Finance, Jersey Tourism and, it is hoped, the Jersey Dairy.

The Rwandan party will also visit the Royal Jersey Agricultural and Horticultural Society and the Jersey Financial Services Commission.

Rwandan troops have crossed the border into eastern Congo in search of Hutu rebels.
