Deputy Jackie Hilton maintains that others should shoulder responsibility for the decision which she and Deputies Mike Taylor and Terry Le Main took last September.
She says they were let down by the experts at Planning.
She also puts Senator Frank Walker in the firing line for his intervention on behalf of Mr Gallichan, even though the report clears him of unduly influencing the planning process.
He said today that the inquiry had been thorough, professional and exhaustive and he welcomed its findings both for himself and for Mr Gallichan, who had ‘suffered greviously’ in recent months.
But Deputy Hilton said: ‘I am dismayed and disappointed that more emphasis was not placed on the fact that the intervention of a senior States Member had the effect of a permit being granted prematurely and in doing so compromised the integrity of the whole planning process.’
