Frank Tyrrell was credited for his invaluable work at the estate when presented with the award on Saturday by Lions Club president Joe Moynihan and Housing Committee president Deputy Terry Le Main.
The presentation took place at the estate’s play area that Mr Tyrrell and a team of youngsters were involved in redeveloping.
Deputy Terry Le Main said: ‘The transformation is unbelievable.
Clos Gosset used to be a no-go area.
Now I have tenants requesting to be moved there.
Never, in my 27 years as a States Member, have I seen anything like it.
‘Mr Tyrrell took the bull by the horns.
He has been a leading light for the residents association,’ he added.
Mr Tyrrell had no idea he was to receive the award, believing that he was just having a routine meeting with Deputy Le Main.
He said he was overwhelmed when presented with the certificate: ‘I didn’t know anything until right up until they gave it to me.
I’m over the moon to have received it.’
