Reduced speed limits for 50 St Helier roads?

The St Helier Roads Committee has agreed to put the changes out to public consultation in about three months’ time.

Among the changes being considered is a move to turn Pleasant Street – the 30mph road which runs beside Victoria College Preparatory School – into a 20mph road. The same change has also been put forward for La Pouquelaye.

It is also proposed to convert a number of small single-lane roads, such as Ruelle de Rauvolet near Motor Mall, from 30mph or 40mph zones into 15mph green lanes.

The plans follow a previous review of speed limits in the parish which included making Havre des Pas and all of the roads within the ring road 20mph zones.

Geraint Jennings, one of St Helier’s Procureurs du Bien Public and member of the parish’s roads committee, said he hoped to have the new speed limits in place before the end of next year.

He said that the committee had compiled a list of roads that could be changed to become 20mph.

‘There are also a few additions to the green-lane network, which would mean turning roads into 15mph zones,’ he added.

‘For example, Ruelle de Rauvolet is a very narrow road and is currently 40mph and two-way, so that could be added to the green-lane network. Despite requests from people in the area, La Pouquelaye was not included in phase one [of the review], even though it runs alongside a school and is in an area of a residential nature. There will be a list to go out to consultation, but nearly all of the changes are from 30mph to 20mph.’

Mr Jennings also said that the St Helier Roads Committee was pleased by the data collected by speed-recording devices, which have been installed on a number of the parish’s new 20mph roads.

‘It rather depends on the time of day, but I think I can say the committee were pleased that most motorists have been driving within the speed limit,’ he said.

‘It varies as to how much speeding there is, but there appears to have been very little significant speeding to the extent that it would warrant a court appearance.’

Meanwhile, Deputy Inna Gardiner, said she supported the possible introduction of a 20mph limit in La Pouquelaye and noted its popular use as a walking route to nearby schools.

‘It is a well-used area for children walking to school. We have Haute Vallée, d’Auvergne, Rouge Bouillon and Janvrin nearby and in a lot of places the road is very narrow, with small pavements and some sections where there are no pavements at all,’ she said.

‘I do not think the change would be an inconvenience for responsible drivers, as they would already struggle to get above 20mph on the road – that would be difficult.’
