Fishing restrictions on the way for offshore reefs?

A proposition to prevent trawling and dredging near the two reefs has been lodged by Environment Minister Steve Luce.

If approved, anyone found guilty of breaching the law could be fined.

The Ecréhous and Minquiers fall outside of Jersey’s three-mile exclusive fishery zone.

The proposition was brought following discussions with French fishery officials due to required changes to the Granville Bay agreement, which sets out access rights to local waters for French and Jersey fishermen.

Deputy Luce said: ‘We have been working on this for a long time and I have been determined that we are going to get somewhere on this. ‘There were some reservations on the French side of things, but they have ultimately been persuaded that this is a good idea.

‘I have been committed to protecting fishing stocks and I see this as part of an ongoing project.

‘I have made a point of trying to create a sustainable fishing industry for the future.’

He added that changes should be beneficial to fishermen in the long run.

‘We have some areas at the Ecréhous that are particularly delicate. ‘There is a coral there which once damaged by dredging, would take decades to get back,’ he said.

‘There are areas where scallops breed and if they are protected then they will branch out into others areas. I would like to think that where there is a threat to stocks, we will take action.’

The proposition is due to be debated on Tuesday 26 September.
