Park drink problems: Police to get more powers?

St Helier is looking to introduce a Public Space Protection Order – a regulation that has never before been used in Jersey – to solve the issue of alcohol-related incidents which have long blighted Parade Gardens.

The move comes after St Helier Constable Simon Crowcroft announced last year that he wanted to ban alcohol in the town’s parks, as he said many of St Helier’s green spaces had become ‘no go areas’ because of groups of people drinking.

However, a report by the States police has now found that an outright ban on drinking alcohol in parks would be ‘very difficult to police’ and would impact on all members of the public rather than a small group that were creating the problems.

Instead the police have recommended that PSPOs, which are already in force in the UK, be introduced to give officers the power to confiscate alcohol or order an individual to stop drinking in a specific area. Failure to comply with the order could lead to a parish hall inquiry or a fine.
