Anne-Marie Hibbs, of St Clement, owns a field on Rue de la Lourderie, Grouville, that she rents out to the Jersey Royal Company for three months each year for potato growing.

Mrs Hibbs (36) wants to use the field during the remaining nine months as a facility for Islanders to exercise their dogs.

Her plans were rejected on 9 March and after a request for the proposals to be reconsidered was submitted, the plans were rejected again by the Planning Applications Committee last week after the application received 35 letters of objection and ten in favour, with those opposing the plans fearing a rise in noise and increased traffic.
