Owner in third attempt to develop glasshouses site

The owners of the de la Mare Nurseries site, off Rue à Don, have submitted a planning application to develop the plot, which sits next door to the Co-op’s new store in the area and currently has disused glasshouses on it.

Applicant Roy Smith, who is working on the project with business partner Jonathan Stratford, has spent eight years attempting to get plans for the land approved.

He has applied twice before but had one set of plans rejected and another rejected then overturned on appeal by the Royal Court, only to have them rejected again by former Environment Minister Rob Duhamel and following that setback, the States revised the 2011 Island Plan, which sets building policy in Jersey, and earmarked de la Mare Nurseries as a site for affordable housing.
