‘Cultural shift’ needed in States’ approach to financial management

Weak links between managing finance and performance have been identified across the government by the Comptroller and Auditor General, Karen McConnell.

In her second report on financial management in the States, published today, Ms McConnell looks at financial monitoring and forecasting as well as financial and performance reporting.

Ms McConnell found that there was a need to develop a States-wide corporate plan to act as a bridge between the strategic priorities of the Council of Ministers, departments’ business plans and the Medium-Term Financial Plan, which sets out the Island’s income and expenditure for the next four years.
