St John Constable Chris Taylor is working on a project to turn part of a field to the west of the parish hall into the new additions.
As well as the memorial to parishioners who have died in war and a 60 to 70-space car park, the site would also include a lawned area and the possibility of a pétanque terrain.
The field is already owned by the parish and is currently used for grazing cattle.
