‘Not appropriate’ to comment on teen murder arrests says Minister

The minister was speaking during States questions on Tuesday when Deputy Jackie Hilton asked if she felt it was right for the police to publicly disclose the fact that five teenagers had been arrested on suspicion of murdering Morgan Huelin in July.

Police announced earlier this month that those charges had been dropped.

Deputy Hilton wanted to know if the minister agreed with her that the public should only have been told that the boys were ‘helping police with their inquiries’ – a question that the minister declined to answer.

Mr Huelin was found unconscious in a lane in Trinity on 5 July. He later died in hospital.

An investigation – codenamed Operation Emerald – was launched and four 16-year-olds and a 15-year-old were arrested on suspicion of his murder.

Last week, 18 weeks after their arrest and having had their bail extended on two occasions, the teenagers were released from bail.

However the boys may still face other charges, the States police have said.

Following the announcement Deputy Hilton, a former Assistant Minister at Home Affairs, questioned the handling of the case.

In response to the questions from Deputy Hilton about whether she thought the investigation was carried out ‘satisfactorily’, the minister said: ‘I do not have any political responsibility or the actual ability to become involved in operational matters but I am aware that the police worked very closely on this matter and have taken their investigation very seriously.’

She added that it was an operational matter and ‘not appropriate’ for her to express a personal view on the investigation.

Deputy Moore told the Assembly that she and Chief Minister Ian Gorst, who both sit on the Criminal Justice System Board – which is chaired by the Bailiff and discusses topical judicial matters, were currently looking at changes to the bail law and are due to present information to the States next year.
