Members voted against proposals by Deputy Montfort Tadier to stop the project until the outcomes of a scrutiny review are known.
They also rejected a call for the Council of Ministers to present plans for the flagship office complex to the Assembly for its final approval.
Part of the site at the Esplanade car park is due to be handed to contractors Camerons Ltd on 22 June before work on the first building begins.
