One on occasion officers used the spray to restrain a man who was being aggressive and threatening with a sword which they believed at the time to be real but turned out to be a fake.

Other incidents in which CS spray was used included one in which a man was threatening to assault another with a knife and two occasions of people threatening to harm themselves with knives.

But perhaps the most controversial incident occurred when English and Portuguese football fans rioted in Minden Place following their Euro 2004 football tournament quarter-final tie.

During the disturbance Sam Moignard, a teenage fan, was sprayed in the face by an officer in riot gear.

Mr Moignard claimed that he had done nothing to provoke the officer and made a formal complaint.

The incident was caught on camera by Channel Television.

An internal police investigation was launched and the officer was cleared of any wrong-doing.

Chief inspector André Bonjour said that CS spray was used by officers only when they were in a situation warranting its use.
