And he says States Members have got to get the system right by December, or face the prospect of a ministerial system without its most crucial check on executive power.
Deputy Roy Le Hérissier says arguments over whether debates should be delayed until after shadow scrutiny panels have finished their reviews, and the reluctance of States Members to get involved with the process, have led to an increasing strain on the system.
Over the past ten days the States have refused to delay debates on the Fiscal Strategy and the reduction of the housing qualification period until shadow panels have completed their reviews on the subjects.
Senator Paul Le Claire and Deputy Gerard Baudains have announced their resignations from shadow panels, and other scrutiny members have accused their States colleagues of having no respect for the scrutiny system.
