They have lodged an amendment to the Resource Plan, after a previous bid to the Fundamental Spending Review was knocked back.

The committee say that a Hansard system was promised during the debate on ministerial government in 2001, and say that it will be a vital part of the balance between executive and scrutiny.

The Privileges and Procedures Committee want £148,000 added to their budget for 2005 to fund the Hansard service.

They say they will establish the service in the most cost-effective way and use technology to make it as cheap as possible.

‘This is part of the armoury of scrutiny and accountability for the new system of government,’ said vice-president Deputy Jennifer Bridge.
