That proposition follows a States vote in 2010 to make helmets mandatory for all cyclists under the age of 18. The proposed age limit was lowered to 14 the following year.
Chris Boardman, along with other organisations and individuals in the UK and Jersey, has asked for a chance to present evidence against the proposition before the States consider it.
