The risk to health from the toxins – which include arsenic, nickel cadmium and dioxins – is believed to be low but is higher than would be expected from a modern incinerator in the UK.

The news comes on the eve of a debate on the waste strategy in the States, which will include discussion on whether a new £80 million incinerator should be built at Bellozanne or La Collette.

The report has been released to the JEP by Health and Social Services president Senator Stuart Syvret despite reservations within his own department about the reliability of its findings.

Officers and fellow politicians expressed concern about the public’s – and particularly parents’ – reaction to the findings.

However, the Senator took the decision to release it on freedom of information grounds.

It was written for the department by Richard Mohan, an engineering doctorate student at the University of Surrey and the Chemical Hazards and Poisons Division of the Health Protection Agency.
