Old Victorian Mr Willing served 33 years in the British Army, returning to Jersey ten years ago.
He is the president of the Jersey Branch of the Royal British Legion, chairman of the Army Benevolent Fund and is involved with Centrepoint.
He serves the parish as surveillant tressor.Mr Willing cut his holiday short after being approached to stand by a number of parishioners, including his proposer, Stanley Payn, and former Senator Pierre Horsfall.
He also has the support of farmer John Le Maistre who, after considering his position, has decided not to stand.Mr Willing said: ‘I am standing because I believe that the role of Constable is extremely important in Jersey politics.
I also believe that I can fulfil what is essentially going to be a challenging role for the Constables as the system of government changes.
‘With the nomination meeting tomorrow night, only Mr Willing and financial adviser Dan Murphy have shown their cards.
