UK firm to examine draft bridging plan

The move is a legal requirement for delivering the document and will see Intelligent Plans and Examinations Ltd appoint Keith Holland as lead inspector, Geoff Salter as assistant principal inspector and Derek Stebbing as assistant senior inspector.

Mr Holland previously conducted a review of the Guernsey Island Development Plan.

Environment Minister John Young is due to lodge the draft Bridging Island Plan on 19 April, triggering a 12-week public consultation, during which States Members will consider the plan and propose amendments. These will then be considered by the independent inspectors.

Deputy Young will submit the draft plan, evidence underpinning the proposals and his initial response to the consultation findings and Members’ proposed amendments to the inspectors following the consultation period.

It is hoped that the formal examination will begin by the summer and this phase will allow those who have made representations on the draft plan to make their case to the inspectors before public hearings take place later this year.

The Island Plan sets out the Island’s development policies over ten years. A bridging plan spanning 2022 to 2024 was introduced last year as Covid-19 hampered the development of the ten-year plan.
