New plans for First Tower homes

A previous application to construct 16 two-bedroom flats in two two-storey blocks and a seven-bedroom home on the site of Claremont House and an adjacent field at the top of Tower Road was refused late last year.

Although members of the Planning Committee praised Dandara at their November meeting for scaling back the initial plans for 20 apartments, which were submitted in January 2018, they nonetheless voiced concerns about the height of the house and its impact on the skyline.

The committee felt that, if approved, the property would be ‘visually out of scale with the character and appearance of the area’ which would, as a
consequence, have a ‘harmful impact on the designated green backdrop zone’ in Jersey’s planning blueprint document, the Island Plan.

Having taken the reasons for refusal into account, architects Axis Mason say in the latest application design statement that the apartment blocks have been reduced by one storey. It is still proposed to build 16 two-bedroom flats.

The statement says: ‘This significantly reduces the visual mass of the proposed scheme on neighbouring properties and views further afield.

‘The extended areas of landscape, especially on the west side, mean improved communal areas for residents and help the scheme merge more with its context.’

The seven-bedroom house has also been reduced in scale by removing the second-floor roof terrace and scaling down the total floor area by seven per cent.
