Four-home plan for ex-farm site

NEW development plans have been drawn up for a St Clement property, which was rejected last year as a site for a specialist care home for Islanders with learning difficulties.

In April 2017 the Jersey Homes Trust submitted an application for the Island’s first elderly and complex-needs 25-bedroom nursing care unit to be run by Les Amis on the site of a former farm complex, L’Industrie, in Samarès Lane.

The Planning Committee turned it down because of the impact of the proposals on neighbours, the size and scale of the development, and said that it was not in keeping with the character of the area.

There were 13 objections from neighbours covering such issues as over-development of the area, loss of privacy, noise and light pollution and increased traffic movement.

A new application has now been submitted this week by MAC Architectural Services Ltd on behalf of Rose Developments. The latest proposals do not feature a care home. The new scheme proposes the demolition of he site’s main house and two attached apartments and the building of two four-bedroom and two three-bedroom houses.

In the application design statement document, MAC Architectural Services say: ‘The design approach for the application has been to provide modest and traditional houses which replicate the development in the area. The finishes, layout and detailing of the properties ensure they sit well within the street scene and their layout and design has minimal effect on neighbouring properties.’

A previous application to build five houses on the site was refused in 2015, as it was considered to be over-bearing and out of context for the area. Those plans were also said to have an insufficient number of parking spaces and were also rejected on the grounds that they would have led to the loss of privacy for a neighbour.
