Ben Shenton, who served in the States from 2005 to 2011, said he wanted to see a deposit scheme brought in to force candidates to put forward £1,000 if they wished to stand for election to become a Senator.

The former Health Minister said any candidates who then failed to gain three per cent of the vote would lose their deposit to charity.

There are 11 candidates standing in next week’s Senatorial by-election, which is due to be held on 7 September.
