Man assaulted police officer hours after being released from custody

Leslie Thomas Bulpin, who has had contact with mental health services in Jersey since 1999, assaulted the police officer with a 5-ft long stick on 18 November last year after running away from the Seymour pub without paying his £38.45 bill.

The Royal Court heard that the day before the assault, Bulpin was remanded in custody by police for his own safety after causing a disturbance in the Hospital. However, after being assessed by a community psychiatric nurse, the duty psychiatrist and the force medical examiner, he was released from custody as they did not believe he was presenting as mentally ill or that he required detention in hospital.

While on bail after assaulting the police officer, Bulpin slapped his ex-partner across the face while she was pregnant, which he claims happened during an argument over her alleged drinking.

Bulpin pleaded guilty to obtaining goods by false pretences, grave and criminal assault and common assault and was sentenced to seven months in jail by the Royal Court this week, however, having already served seven months and 16 days in custody, he was released immediately.
