Ministers accused of a lack of foresight over spending

The Corporate Services Scrutiny Panel have lodged comments with the Assembly in which they say they are disappointed that work by the Council of Ministers on impact assessments of measures to be included with the Medium-Term Financial Plan addition, due to be proposed next month, is at such an early stage.

Their concerns come after Treasury Minister Alan Maclean revealed to the panel during a public hearing that ministers will have just days to review the reports on how their spending plans will affect ordinary Islanders.

The addition is the second stage of the Council of Ministers’ spending plans for 2017 to 2019 and will be debated by politicians later this year. It is on target to be lodged with the States on 30 June, but Senator Maclean has warned that several reports, including impact assessments and a distributional analysis which assess how the decisions made in the MTFP affect different sections of Jersey’s population, are outstanding and are not due to be completed until early next month.
