States developer ordered to hand over secret files

The Privileges and Procedures Committee – which is in charge of States reform and standards – has upheld a summons submitted to it last year.

The decision follows a clash between the JDC and the Corporate Services Scrutiny Panel, which last year asked to see the JDC’s pre-let agreement with first tenants UBS, their funding agreement with HSBC and their contract with builders Camerons.

Now, PPC has upheld that request and ruled that the JDC, which is currently developing land at the Esplanade car park to create the Jersey International Finance Centre, can view the documents, however, the company, which is responsible for developing States-owned assets, has criticised the move, saying that it could prevent the JDC from competing with other businesses in the commercial world.
