Procureur barred from finance

The Jersey Financial Services Commission has issued directions preventing Clive Barton MBE from working within any business in the Jersey financial industry.

Mr Barton, a Procureur du Bien Public for St Helier, was a senior partner at Moore Stephens until he retired last year – four months after the JFSC identified a ‘number of significant concerns over the corporate governance of the MS trust company’.

The JFSC said that its powers did not extend to be able to bar Mr Barton – who has served on the board of Jersey Finance and has also chaired the Institute of Directors – from the honorary role of Procureur, an office that oversees the parish finances.

Mr Barton, who last April resigned from the role of non-executive director and senior independent director at Jersey Post, which he had held for almost eight months, declined to comment.
