Children’s homes were ‘Dickensian’, inquiry told

The panel, chaired by Frances Oldham QC, also heard how in 1957 the UK’s Home Office had raised concerns with the then Bailiff that no Children’s Committee existed in Jersey, prompting the States to create the role of a dedicated children’s officer the following year.
