Residents who strongly opposed the tavern in Lemprière Street being able to trade again, spoke of patrons regularly urinating against their properties and in some cases defecating in the area. The assembly voted against supporting the licence being reinstated by 21 votes to seven. Representing Randalls, Advocate Ashley Hoy said that when the licence was revoked the Licensing Bench’s primary concern had been the management of the premises. At the time of the problems, Randalls had appointed a tenant who in turn had appointed a manager. Advocate Hoy said that under the proposed new system, Randalls would retain direct control of the premises and there would be no tenant. They planned to appoint David Perrier as manager. He had a long-standing, commendable record of managing licensed premises, he said.
