Constable Dan Murphy, who described the incident as ‘a semi-act of God’, also blames Planning because he says that they failed to insist on adequate drainage for a new development which could have prevented water and thick mud from pouring from a building site. But developer Layton Pallot said that only a small percentage of the water from the extreme weather conditions actually came directly from his site. The rest was from a field above it and from areas including the concrete viaduct near the public fountain. The main residents affected by the cloudburst were those living along or just off Rue des C?tils – a public and not a parish road – where the new development of 11 Bel L’Horizon houses are currently being built.
