Until now, the committee were adamant the debate needed to be held behind closed doors owing to the risk of damaging the States case if Members were to reject the deal and the legal battle was to continue.P & R have now accepted an idea that was being put forward last week by Senator Stuart Syvret and is proposing the States have an ‘in-committee’ meeting on 16 September to allow legal advice to be given.

This would be followed seven days later with a full debate in public.P & R vice-president Senator Terry Le Sueur said: ‘I have today agreed, subject to States’ approval, that we will provide a confidential briefing for all States Members sitting as a full committee of the States on 16 September.

‘As a result, the debate would then take place on 23 September.

It will be for the States Assembly to decide whether that debate should be held in public or in camera.’
