Officers are investigating after the man was allegedly seen acting inappropriately while lying down on the stairs at the location in the heart of St Helier.
He is described as white, slim, tall, with long legs, grey hair and maybe a grey beard. He was wearing glasses, beige or cream coloured shorts, a blue shirt, a beige ‘fisherman style hat’ and was playing with a ‘black Nokia or Blackberry-style’ phone.
The incident allegedly happened between 3.45 pm and 4.15 pm on Monday 14 August.
