The Health and Social Security Scrutiny Panel reviewed Health’s decision, made public in September, to withdraw its subsidy of Family Nursing & Home Care’s home care service from January.
The department then agreed to delay the changes for a year. Currently around 170 Islanders benefit from the service.
Now both the department and the charity have been accused of failings in the way their relationship, the subsidy and the cuts have been managed.
