Last week seven unions withdrew from negotiations about public-sector reform following a breakdown in separate talks about a 2015 pay award.
During a Scrutiny panel meeting on Friday, Chief Minister Ian Gorst confirmed that States officers had made a new proposal regarding the pay award, but did not confirm what had been offered.
He said: ‘It was a great disappointment and surprise that they decided to withdraw. Their grounds for doing so is that they wanted to complete the 2015-16 pay review. Officers have met the union heads and made a proposal to move forward. Those union heads are now going to consider it.
