New laws to stop wheel-clamping

Home Affairs Minister Kristina Moore is aiming to bring new legislation before the States Assembly to ban the practice and give private landowners legal powers to remove vehicles from their land within the next 12 months.

Former Home Affairs Minister Ian Le Marquand first said that he would like to see wheel-clamping outlawed in 2009 and that year politicians voted in favour of making it illegal, approving a proposition by the then Deputy Paul Le Claire by 35 votes to seven.

But drafting of the legislation has been repeatedly delayed.

Last year, draft proposals were approved to give Ports of Jersey and Andium Homes the power to remove vehicles from their land, which included the ability to hold vehicles in custody.

A spokesperson for Deputy Moore said that the States were planning to extend such powers to private landowners as an alternative to wheel-clamping.
