The 58-year-old , of Kensington Place, appeared in the Magistrate’s Court on Wednesday and was ordered to pay £200 in compensation – the amount on the winning ticket – to the woman who owned the ticket.
He was also fined £100 after admitting a charge of stealing by finding on 26 July.
The court heard that the woman had bought a Channel Islands Lottery scratchcard, won £200 and had taken a photograph of the ticket on her mobile phone.
Centenier Paul Huelin told the court that the woman then lost the ticket and went to police headquarters to report it missing in case it had been handed in.
The police contacted the States Treasury, who said that the ticket had already been cashed in. The defendant had to give his name to get the money, and the police officer who was assisting in the case knew of the defendant.
