The Co-op, which is leading the £16 million development, is also due to open a new supermarket on the site by November next year.
The society has said that the project will result in at least 70 jobs being created, split between the two ventures.
Jim Plumley, chief development officer at the Channel Islands Co-operative Society, said that the company was pleased with the progress of the building so far.
