Senator Philip Bailhache said, however, that it was still unknown how soon Islanders would need to make the change or whether they would have to pay for their updated papers themselves.
His comments came during a Scrutiny panel hearing, which was dominated by discussions over the potential impact of Brexit on Jersey.
During the Corporate Services Scrutiny Panel quarterly hearing, the minister also said that Jersey would not be required to withdraw from the European Convention on Human Rights because of Brexit.
