The Planning Committee were unanimous in their refusal of the scheme, which had been submitted by Ports of Jersey.
Under the plans, the organisation had hoped to change the property – the Old Sail Loft at South Pier – into a small office building.
Panel members, however, told the applicants that the site had not been marketed in the right way after discovering that an annual rent of about £28,000 had been requested.
