Lauren Coenen, who runs Potage Farm in St Lawrence where he keeps hens, sheep and pigs, submitted an application to build a family home and B&B-style accommodation at the site.
However, politicians on the Planning Committee last week said that the scheme was too big for the protected green zone.
Mr Coenen’s application was supported by Economic Development Minister Lyndon Farnham, who said agritourism represented a ‘new and exciting element of the Jersey product’ that was also being considered by Visit Jersey.
