The construction of the first building of the controversial development started earlier this year, but so far only two tenants – BNP Paribas and UBS – have signed agreements to rent office space at the site when it is completed.
But Treasury Minister Alan Maclean said that the number of inquiries has increased as confidence in the project has grown during the last few months.
