Deputy Steve Luce said that the plans, which related to three glasshouses on remote headland off Ruette de Grantez, were contrary to the Island Plan, the document which governs building in Jersey.
The scheme for a mixture of two- to four-bedroom family homes was proposed by plant exporter Jersey Choice Ltd, which grows bedding plants at the site.
They submitted the plans in an attempt to generate enough money to secure the future of the company by allowing them to pay off a commercial debt and invest in infrastructure in the other part of the business in St Martin.
