Earlier this year plans to update the licensing regulations were revealed, prompting a strong response from retailers and the public.
Ministers had initially proposed outlawing special offers, buy-one-get-one-free deals, time-limited price reductions and bulk discounts on alcohol in a bid to reduce abuse and stop Islanders being encouraged to drink in large amounts.
But retail group SandpiperCI and the Channel Islands Co-operative Society campaigned against the move, arguing that the restrictions would be unfair on responsible drinkers.
