Paul Knight, who runs The Navigator in Rozel Bay, said that there were no plans to close the restaurant, but that he wanted to have the option to alter the business if circumstances changed in the future.
He has submitted a planning application to make internal alterations at the site to turn it into a single self-catering unit designed for tourists or local people looking for a beachside getaway.
Under the plans, there would be no external changes to the building as it stands.
The restaurant has been closed for the last five weeks for staff holidays during the quieter winter period, but is due to reopen on 9 February.
