States must cut spending – or taxpayers fill shortfall

This year the total income shortfall is expected to be £34 million, up to £50 million next year.

John Shenton, head of taxation at Grant Thornton, said that whereas the fall in stamp duty could be explained by a sluggish housing market, it was not clear why tax income had failed to match the Treasury forecast.
