The ministers, who usually find themselves in agreement, both said it was ‘regrettable’ that they faced each other from opposite sides of the debate over the Inter-Governmental Agreement (IGA) with the UK.
And it was revealed that Sir Philip had offered to resign from his ministerial position when his disagreement with the Chief Minister first became apparent.
